answer is NO also without passport you can fill up self declaration formWhy do you want to wait in the walk-in queue? They have appointments open from mid August unless you are in a hurry. Remember you will have to queue up to collect so avoid once if you can
BLS centers not working today due to servers down- wasted my morning there at BLS Lawrence location.
Hey, did you end up getting the surrender certificate from Lawrence office?

Hi Guys, can anyone confirm if we can apply for the Surrender Certificate without actually having the Canadian passport on hand.
I did read in this thread that you can but the BLS Toronto checklist suggest that Canadian passport is required. Please see this link: -

Better to follow what they're asking for and wait for the Canadian passport. They probably don't want people to be in a situation where people have their Canadian citizenship certificate, waiting for Canadian passport, and Indian passport surrendered, viz., don't have travel documents on hand in case of exigencies.
By the way, are they asking for the original Canadian passport even for mail-in surrender applications?

For your query - original Canadian passport need not be sent for mail-in surrender applications.
Only self attested copies.
