As a lot of you know he processing time for sponsorship went from 42 days to 69 days, I just realized last night.
That sucks! but not much I can do about that

Also the average processing time for Philippines jumped from 8 months to 10 months.

Is this 10 months plus 69 days or including?

Also does 10 months always mean 10 months....or maximum (in most cases) 10 months
or up to 10 months....for example 50% in 6 months, 25% in 8 months, 25% in 10 months.

I'm hopefully for the last one but hmmmm
 
10 months plus 69 days. The processing time specified for the visa offices starts from when the visa office receives the file, not when it is received in CPC-M.

The 10 months is the average of 80% of the cases completed in the period (usually annual) last assessed. They used to state averages for 25%, 50% and 80% of cases, but they quit doing that either late last year or earlier this year.
