Waiting so long for the eCoPR

hi guy, I have a question. I have been waiting more than 17 weeks for the eCoPR and also I have no status for now. My work permit application was refused in March and did not apply for the restoration within 90 days.
Does my presence in Canada without any status affect the eCoPR process?

oh i knew someone, she waited for 2 mos as well and her dependents passport was underprocess for 2 mos too at VFS. I heard last week she got hers and dependents COPR.
