Waiting reply from Embassy for 7 months

If they want to refuse then why they are taking so much time as it is almost 7 months completed.

its because.
they dont want you apply agian with in no time. thats the reason they take more time and then they refuse.

I am waiting a reply from Canada embassy for student visa which I have submitted on 13th December 2011 and still no reply from Canada embassy. I am from Pakistan and living in Lahore. Can anyone tell me what will my reply come or when they will reply?
