Waiting on my VR (IMM 1442) in the mail

I had to get a replacement copy for a Visitor Visa/Record (IMM 1442) to replace one that was lost on a trip to the States a few months ago. The IRCC contacted me back on Nov. 8th and said my request for a replacement was approved and that it should be on it's way to Richmond, BC. (where I'm staying while my PR status is processing) But as of this writing, (Nov. 20 2019) it has still not arrived.

Would anyone happen to know the estimated time of arrival for a document such as this in the mail, and why does it take so long?
