My friend submitted application online and received an email asking for additional documents. He submitted the required documents three days later but no response after that. It's been three weeks the status in the system is still Waiting on applicant. Is it normal, anyone have same situation?

Yes. This is normal. It may be a few months before the status changes.

No. Pretty much everything is taking longer right now and he should be expecting that his application will be processed with the average time posted online.

That was pre-COVID-19. Things are taking months right now. Also, if there has been a request for additional information, then normal processing times no longer apply and the application will take longer.
