Waiting for Visit Visa Reply

Hello

My Brother in Law applied for Visitor Visa in December 2018 and was rejected giving reasons as no family ties with no proof of relationship.

Now again we applied for his visit visa on March 18 2019 and Still No Reply.
Last time we got reply of rejection after 2 Weeks.

So are there any chances that this time we will get Visa approved as it is taking time.
