Do you need to travel to in the Philippines before going to Canada? AFAIK, there is no travel restriction for COPR holders to Canada.

Unfortunately there are still travel restrictions even for COPR holders, if it was issued after March 18th and you're not in the US. Travellers coming from outside the US who are exempt from the travel restrictions some people who have been approved to become a permanent resident of Canada, but who are not yet permanent residents That means you are ezempt from the travel restrictions if you travel directly from Doha (not sure about Manila).
