Waiting for the study permit

Hi All!!!
i have applied on 26th feb 2016 for study permit at vfs global, Chandigarh.
Already 13 days have been passed(excluding weekends). Now i am very tensed and worried.
Can anyone please tell me how long will it take to process my application?

One more thing i want to know that is it true who applied without educational loan get their student visa refused?
As i have applied without any educational loan.

90 percent paper app from chandigarh takes time, minimum 15 to 21 days u should wait. Online application is generally fast these days.
