Dear Hasse Bhai
Sir Step 1 & Step 2 are only for pakistanis living in Pakistan because our visa office has been changed to UK and according to rules of our government we cannot send our Passport outside Pakistan. In all over the world there is only one PPR.
May Allah help us all
