if you already have Valid PR card with you you have to provide your Current Passport and PR card for Passport Renewal .
If you don't have PR card then you have to write a letter explaining why you didn't have PR card and send below docs for Passport Renewal

As per current time lines PR card will be mailed to my address in 2 months, I will receive PR card around <Estimate date>.Since I did not receive my PR card yet I am providing my original landing paper “Confirmation Of Permanent Residence” to prove of my permanent residence status in Canada.
Please kindly consider my request and process my passport application for reissue of passport.
