I called the US embassy and they told me I need my Canadian PR card to be
able apply for the US travel Visa.

He still needs to prove valid status in Canada. That is, if he can't prove he is in Canada legally, then he would be not be admissible to the US. To prove his legal status, the embassy asks for PR card which is the legitimate document for that purpose. I got US Visa (B1/B2) without my PR card.
