No one can tell for sure if you'll get it by then or not. In the past 2-3 months CIC has changed the processing time frequently on their website. At the time of landing the processing times were advertised as 8 weeks. However it took almost 4 months. So yeah, not the most efficient or quickest of processes.
You can re enter Canada with your COPR if you travel by car. The problem is if you want to travel by plane (or commercial bus) to Canada you'll not be allowed to enter the plane (bus) without a travel document.
