brother please can you let me know what is the considerations that the Canadian officers take into account while issuing you a P.R.T.D because i wasn't employed here and what do i provide them to justify that i would be able to meet my residency obligations. Your landing date alone pretty much means that you meet the residency obligations. It's not a requirement to be employed. You can't have had 720 days in canada yet because only 55 days have passed since you became PR. There are another 1774 days remaining until your 5 years is up, so all you have to do is satisfy the officer that you'll find a way to make the 720 days out of 1774. As you said the charter allows you to circulate freely within canada.
as long as you are in canada for 4 years out of 6 you get the passeport
The holdup started when they changed the design of the card and included RFID chips last November. There was likely a lengthy period where no cards were processed, or the facility was priority processing refugees perhaps. Why it this happening? What is the problem to print a plastic card ? Agents from call center either do not want to say anything, or give a random date.
Is there hidden purpose why they don't want to give these PR cards ?
If everything in Canada is done in this manner, why it is called "a developed country" ?
