Waiting for 2 years now after application submission. Next options?

We had submitted our PR application (Express Entry - CEC outland) for 2 years now. The status says application is still in progress. What are our options from here? Please suggest!
I have tried Contact Us webform, and got the same reply on multiple occasions.

1. Which GCMS notes is more relevant? CBSA or CSIS
2. Can we apply fresh through another program, like PNP ones?
3. Any other legal options available, apart from waiting?

Please let us know!

1) CBSA unless you've been specifically told your spouse needs a CSIS review. Based on your previous post, your spouse worked for a foreign intelligence agency. This is pretty much guaranteed to be the reason why your application is taking longer. The other contributing factor is COVID-19. This has slowed down the processing of all applications.
2) I don't see the point. Your application still has to undergo the same security reviews and you'll basically be starting your waiting time from scratch.
3) No. Both you and your spouse must pass the securit / background check. Order the GCMS notes and see what they say. This will give you detailed information about the status of your application.
