Wait time on online application

I'm trying to help someone from Brazil visit Canada. It's been a little while since I checked the estimated wait time, but the last time I looked, it was 18 days - whether that's consecutive days, or business days, I'm not sure. However, the online application was submitted August 1st, and checking her status online still indicates that a decision hasn't been started. Whether or not that's 18 business days, from August 1st until the middle of September is well past that time frame.

The only thing I can think of is that this is her second attempt at a visa, with the first one being rejected a year ago. Is there any reason to think that this is a normal delay, or should she be contacting Immigration Canada in some way to address this?

There's really nothing you can do but wait. The posted processing times are estimates and not maximums. It's quite possible for processing to take a few months. Yes - previous refusals can impact future applications.

I guess my main concern is that the application somehow got lost or overlooked in the system. Is this not very likely then?

The other thing that concerns me - airfare to and from Canada was purchased, as supporting evidence of her intent to return to Brazil after. The flights here are, going by memory, the last week of October. If the process takes longer than that, and we have to cancel the flights, is the visa officer likely to decide that because that date has come and gone that the purpose of the visit is no longer valid, and deny the visa?
