I am currently inside Canada and I have a w1 closed work permit that expires in August 31, 2020; I currently don't have another job to apply for but i am wondering if should apply for to extend my visa or apply for a new visitors visa to remain in canada. Thanks in advance

If you want to remain in Canada beyond Aug 31 and you're not eligible to acquire a new work permit you could convert to Visitor status before your current permit expires.

Right, but what’s better to do? Apply for a visitors visa or apply for the visitor record?

So a visitors record is the only option if the person is already in Canada? It’s not possible to apply for a visitors visa inside? Which one would provide the longer time inside Canada?

A visitor visa, as PMM tried to explain, is a sticker in one's passport that allows one to get on a plane to fly to Canada. It is a travel document.
A visitor record is a status document. It permits one to stay in Canada as a visitor for the duration of the VR.
Because this is about staying in Canada (status), and not travelling to Canada from overseas, it is the only choice.
Visa - travel to Canada, permit/record - status inside Canada
