W1 Category Visa - how to judge authenticity

A close friend of mine (who resides in a south Asian country) got a W1 Visa (visa office was Singapore) for himself a few days ago. His spouse and children also got Visa to come to Canada with him.

The whole thing was arranged by a party whose owner is a Canadian Citizen and who has businesses in Canada. Of course, my friend had to pay a considerable sum of money to this party for this whole process.

My friend send me scanned pages of the Visa on the Passport and employment letter. While it was hard for me to judge the authenticity of the Visa, the employment letter looked totally shady to me. The letter doesn't look professional. Moreover, in the letter, he is promised a job in the hospitality sector for a four year term with good salary as well as accommodation. My friend has no prior experience working in this sector.

My question is, is someone who is arriving in W1 Visa given any documents along with Visa in his/her passport to be given the immigration officer when he/she arrives in Canada? Is it possible that the Visa is genuine however there is no work for him? What happens then? What sort of question he/she may face when they land in the Airport?

Any feedback is highly appreciated.

W1 visa is accompanied by a letter of introduction that you present at the border to get your work permit.

So, is this letter of introduction verified by the CIC Officer at the Airport? If a person already got a W1 Visa on their passport, doesn't it confirm that they would be able to enter Canada?

No, They need the letter to issue a Work Permit (They barely glance at the document these days as everything is available on their system online).
