Is it possible to voluntarily relinquish your PR status if someone knows he would not be able to meet the residency requirement ?

Yes, contact an overseas CIC/CHC office, and complete an IMM 5539B

But this website of government of Canada says it is not possible to relinquish your PR status

One more question if you want to get sponsered again to Canada in a short time (like a year after as a dependant child in my case) , does relinquishing your PR status affects the application in any way ?

A question is, does relinquishing your PR status -- because you know in advance you won't spend the required time in Canada -- help or hinder a subsequent application for PR?

Or, is it easier and equal in the eyes of Immigration if you let your PR lapse with no specific action or declaration?

I don't think you can apply for PR again until it's clear that you don't have PR anymore.

What exactly does exceptional circumstance in relinquishing PR status means ? Is studying out of Canada an exceptional circumstance as I would not be able to comply with residency obligations ?
