The "trouble" you get into for failing to meet RO is that you can lose Permanent Residency status. If you are in the process of relinquishing, then there's not really anything else for them to do to you.
The RO is an obligation you must meet to keep PR. It's not illegal to break your RO, it just means you put your status at risk.
