Hello, wanted to know whether they recheck the documents at Via office or it is only checked in CIC? What's the purpose of visa office?

Yes they check and cross check everything at the Visa office, they do your back ground checks and collect all the information and compile it to grant or refuse your visa, the VO is the place that decides one way or another. CIO is inital screening proceedure to ensure you qualify before thorough checks from CHC/VO.

CIO only asks for the basic info, not your references, police checks they want your ILETS, forms and copies of some other relevant info, not a complete package, the package you send to VO is more like a Biography of your life and ours was as thick as a small novel...
