A friend of mine had applied for a study permit but it was refused due to missing documentation (the office request more docs, which were sent but lost in the mail). So my firend alex is visiting canada in january (visa exempt) and he would like to know if while visiting for six months if he can apply for a study permit in buffalo with a new admissions letter from the university.
Would the previous refusal hurt his chances in buffalo?
