Please am very curious i applied for visitor visa on may 2023 went for my biometric on july 2023 but uptill date IRCC has not made a final decision on my application

The processing is very long for some countries or your file needs further investigation for some reason (for eg. You were part of the military in your home country).

If application status is “Closed “ apparently file closed
Probably you should check in portal for decision.
Also you can check at tracker in activities section to see when did they (IRCC) send you message. If application is rejected Background status remain as “In Progress “
