Because it's allowed and he asked about it. If it wasn't allowed, I would've just said no. The truth is, a lot of people trying to get visitor's visas, then look for a job in Canada once they get here. It's a popular plan, which is one reason the visitor visa is so hard to get. Perhaps unethical, but not illegal.

Is she a member of a formal police force in a democractic country? Member of a secret police force in a dictatorship? What country and what police force will be a factor.

It won't have much of effect. (Whereas a member of a secret police would be negative.)

However you are typing is showing up mangled. You might want to check your posts before you submit them with the preview function.

Being a police office - or any job - doesn't qualify anyone to come to Canada. The visa application and the documents she submits may qualify her.

She can ask to visit Canada, but she doesn't have the right. Visiting is a privilege.

I don't know which documents you've seen posted on the forum, but here are a few for a strong application:
- proof of propety in her home country (real estate, not cars or other things that are easy to sell or move)
- proof of business in her home country
- someone dependant on her care in her home country - child or dependant parent. If a parent truly has a disability and needs her for caregiving, she can submit evidence.
- funds for the travel. Minimum 2k CAD per MONTH.
- return flight ticket
- letter from employer showing approved vacation time and date due back at work

Now, it is my personal opinion her chances are low. With a husband in Canada, the VO will think she wants to stay with her husband. (Which is fairly reasonable, most people want to be near their spouse.) Is he a PR or on temporary status? Yes, she must list her husband in the application. If she doesn't and CIC finds out, she can be banned for 2 years.
 
Thanks again for your respond,her husband is studying his masters program in canada,according to her she was to visit and return back and when her husband is on holiday also,he will visit and go back so that the distance and more communication will be there
 
If she can't get a Visitor's visa, she can try for a work permit because her husband is a student. It's more likely to be approved. She doesn't have to work or even look for a job. She can just visit then leave.

Just make sure he attends a university that is under the program.
