Visitors visa stamping from USA

Hi,

Are these two VACs (LA & NY) for visitor visa stamping only? Or, do they offer PR visa stamping as well?

I’m an Indian based in the US and have been asked to send my passports to Ottawa for PR visa stamping. I’m a bit scared as some people are saying it’s not legal to send the passports by post outside the county of residence. Please advise.

My cousin too submitted his passport for stamping on Last Monday. It reached NY VAC office on Tuesday but haven’t got any update post that. Not even sure where to track or anything
