Visitors visa question

Hello everyone

I am looking forward to applying for visitor's visa as I have a friend in canada and I would like to see him.
I have a permanent job with this company and am working abroad until december 20th, I have my funds in the foreign bank of the country where I have been living for 2 years, so my bank in my hometown has no funds.

Can I submit my foreign bank statement instead?

Nothing wrong with that. Payslips would help too if you have them.
I am leaving permanently this country soon (december 20th), and applying for my visa in my hometown as soon as I get there... so it means I will withdraw my funds to take them with me to my homecountry.
is not that a problem? or a red flag ?

then write a short letter of explanation why this is the case

Do you think that might be a reason for them to refuse my Visa application?
For bank statements you need to provide 4-6 months as the visa officer needs to see your cash flow. @bellaluna suggests that you explain your transferring of foreign accounts to your home country so that it will not appear that you just came up with the money because you need to apply for a TRV.
