Hello,
Can a Canadian citizen appy for his guardian under parents and grand parents visa?
Guarding is currently in Canada as a visitor. Is there any program through which he can obtain a work permit and remain in Canada?

What do you mean his guardian? Who is this person? Age? Relation. PGP is for parents and grandparents based on meeting LICO over 3 years and being selected for a lottery.

The now Canadian Citizen grew up outside Canada as an orphan. But was taken care of from his young age till he graduated from University by a family, who sponsored his education to University level in his home country before immigrating to Canada 16 years ago. So the couple that took care of him is his guardian till he became an adult.
Therefore, can he (Now Canadaian Citizen) apply for them under PGP program?

There is no actual family tie unless they were legally adopted. I would think PGP won't be an option.
