Visitor with military background ,will writ of mandamus help

My bro and his wife applied visa together in july 2023 she got visa in one month . He is still waiting for decision its been 11 months . He have military background in India. Any advice on writ of mandamus or anyone with same profile. Will writ of mandamus work
