Visitor Visa while waiting for PR status

Hello all,
My parents who are Iranian citizens have applied for PR through investor category and their application is in process in Ankara. My question is: Is it possible for them to apply for visitor Visa while their PR application is in process? I'd like them to come visit me in Canada and we don't know when their PR application will be finalized.
Second question is If they can apply under Visitor Visa along with PR application, How long will it take for Ankara Visa office to process a visitor visa for Iranian citizen?

There is no problem for applying visit visa when the PR case is in process or under process
