Hi,

I am sponsoring my husband through the family sponsorship stream- Being away from my husband while going through this process is very difficult.

I wanted to apply for a visitor visa for him. what are the chances he will be approved considering the following

I support him financially from within Canada. (sending money back home)
He doesn't work, but sells small things personally
He is living in our family home back home (not under his name; but my maternal grandma)
I will be support his travels and living expense here in Canada and will also get travel insurance for him.
I'd like for him to "visit" while the PR is being processed but it not 2-3 months would be okay too.

So what are our chances?

Thank you in advance.

I'm not sure how strict they are with issuing visitor visas to visitors from Dakar since my situation is with an American spouse, but the criteria they have typically looked for, including at the border is:
1) How will visitor support themselves during visit? (you can write up that you'll be supporting your husband and provide proof that you can do it)
2) What ties do they have to their home country (lease, employment, etc..)

Because you have a PR application status in progress, your chances are greatly increased that the visitor visa will be approved if you send that in along with the list that you provided. I don't know if it's more expensive in other countries for a visitor visa, but it cost us $100 to get a visitor extension providing similar information and it took about a month and half to get approved.
OP's spouse requires a TRV. This is a VERY different situation from yours. Having a PR app in process actually greatly diminishes the chances of TRV approval. Advice about a visitor extension is also irrelevant to OP's situation.

Unfortunately, his chances of being approved for a TRV are extremely low. He is unemployed, doesn't own property, isn't financially stable and can't really show any strong ties to his home country. With a PR app in process and a Canadian citizen/PR spouse in Canada, he will be a very high risk for overstaying. You can still try but do not get your hopes up.

Ah, that's too bad. Thanks for correction - would hate to be giving bad advice.

Yes, there are very big differences for visa-exempt applicants and non visa-exempt applicants. There are many threads on here about applying for a TRV while waiting on a sponsorship app; the majority are refused because IRCC determines that they have stronger ties to Canada than to their home country and therefore are an overstay risk.

I am in a situation where I already have a visitor visa. We are applying for sponsorship in January 2017 and my spouse will be moving back to canada with our kids in February 2017 with a one way flight. This was the best way to guarantee proof of intention to return to canada. I will be going with them on a return flight from February to March just to help my spouse settle with the kids in canada where after I will return back to south Africa to wait for PR approval. What are the chances that the border officer in canada would deny me entry into canada when we land there?

There is extremely little chance of you being refused entry at the border. With proof of finances, proof of your PR app and your return ticket, you will be fine.
