Visitor Visa VAC centres in India

My in-laws had applied for a visitor visa to visit Canada. They rec'd a letter to submit biometrics.
Not sure if VFS centres are open now? if not any one know on any timelines.

Many are travelling to Dubai or Nepal to do biometrics

Many are travelling to Dubai or Nepal to do biometrics

I have applied for my parents visitor visa in January. They had received the letter for biometric.
If they go to dubai to get biometric done, any idea about the timeline for getting the visa stamped?
I just want to make sure that going to dubai is worth the effort, that after that the process would be fast
Any inputs would be very helpful. Thank you
