Visitor Visa to Student Visa

Hello

My sister is visiting me in Canada on visitor visa and she has got admission at Memorial Univ of Newfoundland. I can see from following CIC link that one can apply for student visa to Los Angles office while being as a visitor-

My question is-

1) Do they usually call for an in-person interview?
2) I understand even though it is allowed to apply to LA office, does the application get rejected on ground that applicant should apply from home country?
3) She has quite a study gap, about 8 years after high school. Do you think it will be an issue to get visa from Los Angles Office or they may call for an interview? She needs visa to enter US.

Appreciate any one sharing first hand experience.

i am in the same situation. I am planning to travel on my visitor visa and later want to convert it into study permit. is it possible?

Much harder to apply from within Canada. You have to prove you have strong ties to your home country and no plans on remaining in Canada long term. This is more difficult to do if you are already in Canada. It makes it more likely CIC will think you are not a genuine student. Better to go back home and apply from there.

i am not sure but u may be asked for biometrics which i dont think can be done in canada ...i am not sure

Any one has any opinion on biometrics? Can this be done from with in Canada for Los Angles Office similar to figure print one would send for permanent residence purpose?

Your sister should apply directly to Visa Application Center (VAC) in Los Angeles and her situation will be redressed same as home country.
