Visitor Visa to Australia was refused will it impact FSW Application

Hi friends,

One of my friend who is filing for FSW is getting confused. He applied for Australia visitor visa lat year and i was refused by "Insufficient Funds" reason. Now he is getting confused to mention and not to mention it in the application. As if he mentioned and later the reason was asked this may lead to more background check and delays. Please guide.

He should mention it.as long as his refusal is to criminal related,it doesn't affect his fsw application
