My mother has a valid visitor visa. Can she apply for a Supervisa before she leaves her home country and travel to Canada?
If yes, what happens to her status in Canada once the Supervisa is approved? Does she have to leave the country and re-enter in order to live here for 5 years?

Yes you can apply for the supervisa while in her home country. She will have to leave Canada and reenter to be abls to visit Canada for up to 5 years. visit length is always dependent on CBSA. For a supervisa the ability to obtain supervisa insurance every year can also limit how long a parent can visit.
