The thing is he doesn’t have another passport.
Can I call cic and try to explain my case and get them to send a message to the embassy for an exemption?

You can try but I don't know if they will do anything.

He clearly has been living with someone in Egypt. Couldn’t whoever he was staying with, probably your wife, have liased between you and the embassy so you could submit all the paperwork a long time ago.

He is too old for a limited validity passport. It also requires a Certificate of Citizenship app to be submitted concurrently.

The other option is a facilitation visa, which will require some other passport.

Can someone help me
I have 3 kids. I have applied for citizenship and passport for 2 of them . Due to me being away from Egypt and working in Canada . I couldn’t get a chance to apply for my youngest who is 3 years old.
I sent a message to the consular in cairo for my to apply for a citizenship and limited validity passport for him as there is an emergency and my and my wife are planning to leave soon . They replied saying I can’t which is protocol I understand.
The thing is it’s not logic how can I leave my 3 year old Behind until he receives his citizenship which will take more than 8 months. Side note he’s not Egyptian descent and doesn’t have any other documents to travel with. There has to be an exemption due to circumstances

After I applied for my baby's citizenship in Nicaragua, I ran into a bit of a situation where i needed it to be processed faster so we can get out sooner. I was told to write a letter explaining my case and they can speed it up and expedite it in some cases. I'm not 100% sure. But maybe explain your case and ask it to be expedited and then you can apply for the normal passport.
