You can reapply immediately. However you'll need to include additional supporting documentation this time that proves your mother has strong ties to her home country and has no plans to remain in Canada long term.

If there is really no further evidence she can provide, then she can certainly try applying again with the same information. However the chances of approval will likely be fairly low. Good luck.

Are you the only child? If not do your siblings and their children live near your Mum? Does she have brothers and sisters she is close to? Family ties are important to emphasize.

She has oldest daughter and she helps her to take care of her kids. Actually we very urgent need her help here. I will attend LINC course and we asked her to help us with kids while my lessons.

I don't think this will be a strategy that shows her ties to her home country, rather proving you have need of her here so the pull will be stronger to Canada than home. The VO's are not empathetic. Their job is to protect Canada from people who will stay illegally once admitted. I am not saying that YOUR Mum has any intention of doing this, but that is all the VO has in mind. Not thinking what would make your life more comfortable and happy. I hope this helps you see things through the VO perspective so you make your next application successful. Good luck.

Hi Saida, Did you attached "statutory Declaration letter" signed by you or your spouse before Attorney - I did that for my in-law and she got visa last year

A very silly system indeed and quite subjective. Why would they assume someone would stay illegally instead of apply to extend their stay? Don't they have an address for the host in the invitation letter should they wish to come check for the person? Just went through this and it's interesting that they keep the reasons generic in nature unless you obtain GCMS notes.

What kind of process is this where by submitting all the documents on the checklist makes little difference? If they want to be satisfied, why not state what it is they want? I just think it's an income generating process.

Perhaps because people in the past have stayed illegally instead of applying to extend their stay, or even after getting rejected for such an extension?

I'm sorry, but that really doesn't seem like the most efficient or secure system.

Well, if that was the case, they wouldn't approve anyone after the first person overstayed. I think for someone who has followed the rules, they shouldn't have such concerns especially if my loved one has provided all the documents, isn't a security threat to Canada, has no criminal convictions and is healthy.
On the balance of probabilities, if I have followed the rules willingly each time why do they think I would willing to now break them? As for efficiency, they could start by actually evaluating applications thoroughly and rejecting for concrete reasons.
