Visitor Visa rejection for kids

I am a PR living in Canada for more than 5 years now. I applied visitor visa for my sister & her family (spouse & 2 minor kids aged 12 & 4) in 2022 and they were granted the visas but they never travelled to canada.
In 2024 January, visa of kids expired as they had to renew passports (aged 14 and 6). Now in Aug 2024 i reapplied for kids visas and included below in application

1) Financial documents of Parents
2) Ties to india of parents via property and jobs
3) Purpose of visit as invite letter from myself (and mainly to meet us and explore tourist destinations)
4) Affidavit sayings parents funds will be used for kids' trip

The visa was rejected. GCMS notes say "No proof provided to establish relationship and status of parents. The purpose of applicants visit to canada is not consistent with a temporary stay given the details provided in the application. Weighing the factors in this application, I am not satisfied that the applicant will depart canada at the end of the period authorized for their stay"

Can anyone tell what more can i add to next application?

1. Seems like there was no proof of parentage. What did parents show about relationship to their children (birth certificate/records)? Do they live in country of citizenship? If not, what document did they show from both parents and children of permanent residency.
2. How long was visit? What ties did children show to return? Ties for children to return are school registration, tuition paid etc. Since parents have approved visas, it is more difficult for children to be approved.

Did oldest child do biometrics?

can you please tell how you applied for the children visa, using gckey or the new ircc portal and using your account or creating one's dedicated to the children.

1) Passports of children have name of the parents in them. Also parents passport show spouse’ names. All 4 passports were attached.

2) visit was 1 week. I showed ties of parents with an employment letter and property documents in India. Dint show anything for kids.
3) yes oldest child did do biometrics.

Ircc portal and using a new account with a new email id for parent of kids.

1. Include birth certificates.
2. Show kids’ ties to return. Since parents have visas then will have more difficulty being approved.
