Visitor visa refused over 179(b)

Hi,

I'm Canadian PR holder ( married) and I had submitted the application online for my mother and brother together in online.
My Mother's visa got approved on 2nd April 2019 and I have got the request for passport submission whereas for my Brother who is working in India and currently unmarried his visa got rejected on 2nd April 2019 for below reasons:

I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and
in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on your personal assets and
financial status.

Below are the proofs which provided for him:

• I had provided the bank statements which showed funds equivalent to $13,000 but it was in INR currency
• I had provided 2 years of tax statements
• I had provided employment letter with details like when he joined, his current designation details
• Letter from HR for the dates when he has applied leave to visit canada
• Invitation letter stating that he will be visiting for a 4 weeks and my employment letter, my paystubs, tax statements as additional proof

• I haven't submit the asset of one property which in my brother name but the document is in native language.

Please let me know what other documents should I submit and when I can reapply.

Could you please let me know what additional documents needs to be attached.
