Getting a visitor visa is not about the invitation letter or the status of the inviter but the invitee. She has to proof that she has enough fund for the trip and ties to her home country in form of asset, property, family and job where applicable. You said you made an oath. A solemn declaration that isn't back by your financial documents and reasons why you're sponsoring her will not satisfy Immigration staff or Visa Officer.

The balance in her bank statement is too low. $2000 I believe will only buy a return ticket and some season, it will not. I do not know the balance in your own bank statements and NOA. She needs to proof she has sufficient funds. Remember, VO are careful of issuing visa to foreign nationals that will perhaps fail to return to home country. Her monthly pay and position at work are also important factors.

People cannot be held financially responsible for those they invite. Applicants need to show that they can fund their own trips.

Noted. But how about people sponsor their parents to visit?
Parents is different. You can't compare your sister-in-law to a parent. Remember their age will definitely be different. Parents that are above 60+ years are regarded as seniors and are likely to be retired or dependent on their children. Except if your Sister-in-law fall under that age group or you have genuine reason to sponsor her trip. Visa Officer consider proof of fund, assets, properties, job and family ties back home as very important requirements, in reaching a decision.

If they are applying for a supervisa, then the invitor's finances matter. For TRVs, it is applicant finances.
