Visitor visa refusal

I applied visitor visa for my younger brother online and got refused. This happened second time. He works full time job in New Zealand on a work permit. Visa Officer gave him three reasons,
1. not enough travel history
2. less financial assests
3. no family ties in New Zealand

what should we do, should we reapply or appeal?
