I am a Citizen of Canada and my girlfriend is a Citizen of Ukraine, living in Ukraine. Would like her to visit me for the holidays. However, banks are unstable in Ukraine and providing a bank statement is not possible for proof of funds? Can I take out a bond in Canada for her under her name? What other options are there?

You can provide your bank statement or pay slips and write a letter stating that you will be financing her stay in Canada. She should provide as much evidence as possible to prove she has strong ties to Ukraine and has no plans on remaining in Canada long term. CIC may be concerned she has plans to come here to live permanently with you.
