Expediting application doesn't mean a positive outcome and again it may be difficult to say why his/her application was refused without knowing other background details. And I agree, you need to put a good application and be lucky as well, have seen visa officers rejecting files for silly reasons.

well a PHAC means to issue a visa immediately as there is a grave situation. It was my friend who was in the hospital and is scheduled for surgery in a few weeks. It is appalling how they work on some files. It is what it is

Not really PHAC doesn't guarantee visa approval, I have seen many cases in this forum where a visa was denied despite having PHAC note. IRCC doesn't care about the applicant's situation however bad it might be. People over at IRCC have no empathy for others.

Sometimes, I feel like they are happy to see the applicants suffer. But we don't have a choice, we are at their mercy and they know that.

i just got my decision today and got a VISA REFUSAL.
Timeline;

Submitted (new application): Oct 12, 2021
Decision: November 24, 2021
Purpose of visit: TRV to visit my fiance

I applied through an immigration consultant. Today's pretty devastating, cried all day in bed. I hope everyone wouldn't go through the same way I did. All the best on your applications and would like to thank everyone here for answering my questions as well.
