Depends on your situation, if your Mom wants to travel immediately it's better to reapply. They will withdraw the first application when they start working on your new application.
If it's not urgent IRCC will process it whenever they get to it ( ie. no timeline)

Yes i want her to come immediately!! I don't know if i should send a “special measures webform” first, although i have send like 2 webforms to try to expedite the process, or just reapply
 
If you don't have a strong reason on your webform like a medical emergency they won't consider your request for expediting your application.

I have been waiting for so long wouldnt want to lose the spot in case they are going in order!!
but would you think re applying is faster??
 
I know this is a tricky situation you can wait to see if there is any progress but no one really knows when your application would be picked...might be this week or a couple of months later.
Re-applying would likely give you the chance of getting a decision within 30 business days.

Ohh i see!! And anyone can apply through this portal?? I hadn't heard about it before!!
 
On the IRCC website, it is mentioned to reapply if you are travelling for one of the following reasons-
  • you’re travelling for one of the following reasons:
    • to be reunited with an immediate family member who is a Canadian citizen, a person registered under Canada’s Indian Act or a permanent resident of Canada
    • to be reunited with an immediate family member who is in Canada temporarily
    • to be reunited with an extended family member who is a Canadian citizen, a person registered under Canada’s Indian Act or a permanent resident of Canada.
    • to visit for business (meeting, special event, training)
    • to attend an end-of-life ceremony or a funeral
    • to be present during the final moments of life of a loved one
    • to provide care to a critically ill person
    • to join a vessel as a marine crew member
    • to assume a posting as a diplomat or to travel as an accompanying immediate family member of a diplomat arriving on posting who will also be accredited in Canada
    • to handle the affairs of a victim of Ukraine International Airlines Flight PS752
If I understand correctly, parents visit (general family visit) is not in the list above.
 
Not a certainty but likely...look at all applicants who reapplied in this thread. At least 80% of the applicants who reapplied got the final decision within 30 business days.
I applied on Sep 26th in IRCC portal and still waiting...just FYI
