I got this message just now.

The decision envelope for your application, tracking ID No. 2025XXXXXXXXXXXX has been dispatched from the IRCC Office, to the Canada Visa Application Centre in NEW DELHI.

Passport received by IRCC Delhi on Feb 17. If feb 14 got today, hopefully tomorrow or day after tomorrow we will get it too.
