Visitor Visa Online Application Status Cancelled

HI There i Applied for visitor visa for canada on sept. 09.2015 and sept 11 i got email for status update.
when i login to my cic account my status show

Application Status : Cancelled

Final Decesion: Not Statred

It been almost 20 days now nothing change in status

i email delhi immigartion did inquiry about case but no reply yet.

my nephew daughter birthday on oct 12.

should i resubmit my application for wait till decesion made.

why they did't sent any email regarding why status show Cancel:

It totally depends on your visa application. Had you provide enough documentation on why/when/how you would manage to visit Canada. Your invitation from someone in Canada, your funds, your strong ties with India to show you will come back after your visit. ? Who all are going, your current status in India.? there is strong possibility that your visa might got rejected if you haven't submitted complete application.

yes i attach all the papers, invitation letter with birthday cards,
7lacks indian funds


but they never send any letter why application cancelled,

usally when they refuse application they send letter why it has been refused


so my question is

should i resubmit application online agagin i have all the document available i can resubmit file online today.

or i have to wait till status say close and they send final decision..
