if you know after sep29 biometric given persons anyone get PPR

Applied visitor visa for spouse
On 19 sep
Biometrics done - 25 sep
Eligiblity complete - 5 oct
On tracker shows background check in progress,
But i called IRCc on 20 oct , they said background is completed,

But till now no PPR. On tracker still shows background check in progress but when call ircc they said background is completed.

Its been more than 30 days after applying, if everything is done why not they are sending ppr, is it means refusal??

I send webform as its been now 37 days, yesterdat got email your application is under review.
Do not buy airplane tickets until final decision is made

Just applied for my mother in laws visa: here is our timeline
Application submitted: 22 October
Background check in progress: October 24
Biometrics done : October 26
Her eligibility is yet to start. Is it normal to have background check first instead of eligibility check?

I called Ircc agent and agent said i passed criminality and biometrics but on tracker it is still showing in progress.

Applied spousal sponsership pr on august, but got AOR for spousal application after visitor visa application on 13 oct,.
But on 17 sep, when i applied visitor visa already mentioned that we also applied spousal sponsership pr of which waiting for AOR
