Do not book tickets. If refused for funds it is because IRCC doesn’t like FD. They want to see cash in the bank.
The 25k doesn’t all have to be in cash but yes IRCC wants to see cash because if you need to pay for something in Canada you need cash so FDs aren’t easy access to funds
Me and my wife live in Canada as temporary residents. My parents in law have visitor visas. They're visiting us for Christmas and they want to bring my wife's younger sister who's 15 and doesn't have a visitor visa yet.
I started a visitor visa application for her. I filled in all the questions, stating that she's "visiting family" and "depends economically on others" as she's a minor. When I finally got to the application forms, there's a mandatory form Custodian Declaration Form (IMM 5646) where it's asking things like "Name and address of school in Canada", "Student information", "Address where student will reside in Canada", "Status of custodian in Canada (PR or Citizen)".
I don't think I need to fill this as she's coming as a visitor, not a student, but it's a mandatory form and won't let me submit the application if I don't upload this. I went back to the questions to find out if maybe I answered something incorrectly but everything seems ok.
