Visitor visa, help with form 5645e

Hi, my parents are applying for visitor via for Canada. While filing the form imm 5645e, he has filled his and mum's details and thier children's details. in section C it asks for brothers and sister details.

My question is does he only need to fill the borthers and sisters detail, or my mum needs to fill as well but in a seprate form to enter her siblings details ?

Based on CIC site https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=425&top=16
Each person must complete and sign the Application for Temporary Resident Visa (IMM 5257), as well as any other forms needed. Each applicant aged 18 or over must also complete the Family Information form (IMM 5645).

If you are filling this online, you will see that it shows up for both the applicants and you have to upload accordingly.

When filling by paper, as someone said you need to provide a form for each individual

Yes, for those who are submitting an online application form must be filled out by both of the candidates.
