Hi my wife is a PR card holder and she just gave birth to our first child
i applied 3 months ago for a temporary visa completed even the biometric
can i be eligible for travelling exemptions during this pandemic?

I will advice she apply for Spouse Open Work Permit instead of Visiting Visa.
Talking from experience.

So, do you mean that currently people with OWP is exempted from travel restrictions?

Yes if you are approved for a TRV. Unfortunately that can be hard to secure because your want to remain in Canada and a child on top of your spouse creates even more ties to Canada versus your home country. You'll need to see if you are approved and take it from there.
