There is not much chance that your partner will get a TRV. Why not have your child where you are and know that your partner will be with you? If you were born in Canada or are a naturalized Canadian, your child will be Canadian wherever s/he is born.
Also, healthcare is not automatic, even for citizens. When a Canadian moves abroad, they are required to inform their healthcare provider and their coverage is cancelled; not doing so is fraud. Many provinces then have a waiting period when the person returns. They also require a person to be resident for a minimum amount of time to be covered. If you are planning to leave soon after the birth, you face the risk of the province charging you back for the full amount. If you have complications and go into labour early, you may not even be covered by that time and could face a massive bill; others in the same situation have been stuck with bills for hundreds of thousands of dollars.
